TRENTS POWER STATION DEVELOPMENT
PREQUALIFICATION NOTICE
The Barbados Light and Power Company Limited (BL and P) is seeking
prequalification applications from companies interested in tendering for
the supply and installation of ONE SLOW SPEED DIESEL ALTERNATOR RATED AT
APPROXIMATELY 30 MW WITH ASSOCIATED EQUIPMENT AND CIVIL WORKS. A second
similar diesel alternator is to be offered as an option.
Finance may be provided by an international development bank or other
suitable agency. The procurement policies and procedures of the selected
financing agency will apply to the prequalification and tendering
procedure. Companies may also propose possible alternative means of
financing.
The scope of the work will include:
The complete design, manufacture, supply, testing in works, packing for
export, shipping, transport, delivery to site, unloading at site,
erection, painting, commissioning and putting into normal operation,
performance and reliability testing on completion, instruction of BL and
P's personnel, and remedying of defects of the above plant and all the
civil, mechanical, electrical and other services associated with it,
including fuel, lubricating oil and cooling water systems, MV switchgear,
LV switchgear, central control monitoring hardware and software, d.c.
equipment and transformers, etc. The civil works for the project will
include a new power house building, other ancillary buildings, engine
foundation blocks, external plinths, bunds, pipe and cable trenches; site
services and electrical and mechanical building services.
The installation will be at a new greenfield site at Trents Estate in the
northern part of the island of Barbados and is expected to be implemented
from September 2006 to September 2008.
Companies wishing to prequalify for this project will be required to
submit comprehensive details to allow the following areas to be
evaluated: -
i) Experience and past performance of the company on similar projects.
ii) Type and experience of the engines proposed.
iii) Capability of the company to undertake the project with respect to
personnel, equipment, structure, organisation and current workload.
iv) Financial capability
