II.5) Short description: The aim of this contract is to get an overview
of existing experiences on benchmarking in local employment policy, from
EU member states, from international organisations (e.g. OECD and ILO),
from existing academic research, and from practitioners using this
instrument. The contract foresees the organisation of a day-and-a-half
seminar, attended by key stakeholders from the EU 25 and Candidate
Countries and aimed both at the dissemination of the lessons obtained
from the research exercise and at the exchange of views on the issue. The
activity will result in two publications, following the study and the
seminar. The ultimate goal of the project is to promote the efficient use
of benchmarking of local employment policies.
II.6) Estimated total value (excluding VAT): 250 000 EUR.

overall approach; technical quality of the approach; and, organisation of
the work.

understanding of the purpose of the seminar and of the results to be
achieved;
identification of the stakeholders to involve in the seminar.
- Technical quality of the approach (30 %):
clear presentation of the working method;
relevance and effectiveness of the tools and methods;
creative in the approach of the tasks.
- Organisation of the work (30 %):
clear overview of the tasks to be performed, including work plan and
timetable;
structure of the team and distribution of the tasks.
