IFAD-Resilience of Organizations for Transformative Smallholder Agriculture Project (ROOTS)
   A consultant will be selected in accordance with the Consultant’s Qualification Selection (CQS) method set out in IFAD’s project procurement handbook, which can be accessed via the IFAD website at www.ifad.org/project-procurement
The shortlisting criteria are:
Item Criteria Points
For specific experience, evidence shall include successful experience in the execution of at least 5 assignments of a similar nature and scope of works during the last 5 years.
A. Qualification 10
i. Evidence of Firm registration – 5 10
ii. Quality of firm profile – 5
B. General experience 20
i. General experience:
• Number of years in doing business – (15)
• Average annual turnover during the last three years. – (5) 20
C. Specific experience of the firm in: 70
i. Industry experience and specialization. 30
ii. Familiarity with regulations 25
Iii Analytical and report-writing skills and capacity 15
Total Points 100
Minimum points required to pass 70 points

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
