   The applicant shall demonstrate their expertise through the submission of references for similar Consultancy Works.
Reference will only be considered if:
- It is supported by the Performance Report for the works completed/ongoing indicatingtheservicescarriedout,ProjectCost,FundingAgency,and PeriodofExecution etc., from the Client for consideration.
- Copies of Documents (other than English) provided in support of an application, must be
certified notarized as True Copies of the original documents.
- The project was finalized in the last Ten (10) Years from last date of submission
ofEOI.
i. Criterion1: Project management expertise in Water Sector
The Consultant has acted or is currently acting for minimum two years as a project
management Consultant for DonorFunded/ Bilateral/Government Funded Drinking
Water InfrastructureProjects. Each Water Supply Infrastructure Project having minimum Value INR 237Crores or27.55 Million Euro
ii. Criterion 2:DBO & O&M Contract Management
The Consultant has assisted Public Utilities in their monitoring/Structuring of DBO
contracts or O&M contracts of WaterSupply Systems (including distribution)
(i.e.each Water Supply System having a Population served over 5,00,000 i.e. 02Lac).
Experience in 24X7 Water Supply Systems is preferable.
iii. Criterion3: Design / Engineering expertise
The Consultant has acted as a design engineer for Drinking Water SupplyInfrastructureProjects.Each Water Supply Infrastructure Project having minimum Value INR
237 Crores or27.55 Million Euro. Experience in 24X7 Water Supply Systems is
preferable.
iv. Criterion4: Technical assistance – Change management
The Consultant has acted as a LongTermTechnicalAssistant or Project Consultant fordeveloping continuous water supply projects including change management in
Water Supply Organisation including operational diagnosis, training plan, etc. For
the purpose of this clause Change Management shall mean and include bringing organisational improvement of water supply infrastructure
v. Criterion 5: Experience in India for Urban Infrastructure Experience
Consultancy Work / Long Term Technical Assistance w.r.t. Experience in Urban Infrastructure in
India (i.e. Experience performed in the context of a project of minimum value INR 100 Cr or
11.63 Million Euros) in the last Ten (10) Years from last date of submission of EOIin India.
