   1. Qualifications and experience of the Auditors, including experience in auditing international donor programs, including at least three (3) performance references from clients (as identified in Forms TECH-4 and TECH-5)
1.1 General experience in auditing international donor projects (preferably involving similar project activities as those funded by the Compact, civil engineering works, managing grants, and policy reform). Shall have minimum 2 experience within the last ten years in auditing international donor projects, one of which shall be on a program with a program funding above USD100,000,000.
1.2 Experience in auditing projects with Government entities involved in project implementation is preferable.
