   The firm must have at least five (5) years of experience in conducting research/baseline studies using a combination of quantitative and qualitative data gathering methods. Previously conducted research and baseline studies similar to the consulting services under this procurement will be considered as an advantage.

The firm must have completed at least two (2) baseline studies related to water utility services.

Successful completion of a minimum of one (1) contract in conducting water quality assessment.

The firm must have experience developing at least one (1) research-based strategic plan and recommendations.
Experience working with multi-stakeholders, including international donors, water utilities, government organizations, private sectors, and/or households.
