Invitation for Prequalification(EEP)
Project: OPGW Restoration and Rehabilitation Project (ORRP)

A. Ethiopia Electric Power (hereinafter called the “Employer”), is inviting contracting firms specializing in Lot-1: Procurement of Survey, Design, Live-Line Installation, Testing, and Commissioning of OPGW Lines in the Northern Transmission Network and lot-2 Supply of OPGW Maintenance Equipment and Materials to apply for prequalification to tender for the site surveys, detailed design, and live-line installation of OPGW systems on transmission lines of 132 kV, 230 kV, and higher voltage levels, all to be carried out without power interruptions. Additionally, comprehensive technical training courses will be delivered to enhance local capacity in the operation and maintenance of the installed systems.
1. Applicants should have the following specific experience or capabilities:
(i) Financial Capability
a. The Applicant shall submit of audited financial statement or if not required by the law of the Applicant’s country, other financial statements acceptable to the Purchaser, for the last three (3) years to demonstrate the current soundness of the Applicants' financial position and its prospective long term profitability. In the event of a joint venture, Lead Partner must meet this requirement.
b. The Applicant shall submit of the average annual turnover calculated as total certified payments received for contracts in progress or completed within the last 10 years must at least 12 Million USD and 2 Million USD for lot-1 and lot-2 respectively.
(ii) Technical Capacity
The Applicant shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):
a. The Applicant shall furnish documentary evidence to demonstrate that it has successfully or substantially completed Two (2) contracts within the last ten (10) years where the value of the contract is at least USD 6 million and USD 950 thousand for lot-1 and lot-2, respectively, that are similar to the proposed works.
b. You are kindly requested to provide information on your entity and its capabilities/potential in respect of the works as outlined in accordance with the requirements of this letter and the following enclosed documents:

Prequalification is open to contractors and voluntarily formed joint ventures and consortia (with a maximum of four contractors per joint venture or consortium) that can fulfill the requirements of prequalification, including, but not limited to, possession of the experience, expertise, resources, and financial capability to undertake the construction and completion of the whole of the project.

A complete set of bidding documents may be purchased by interested bidders on the submission of a written application letter to the below address and upon payment of a non-refundable fee of Birr 10,000.00 (ten thousand birr) or its equivalent in a freely convertible currency. The method of payment shall be in cash or cashier’s check or through telegraphic transfer to EEP Transmission Construction A/C No. 1000252665203, Commercial Bank of Ethiopia (CBE), Arada Giorgis Branch, and EEP BUMBUNA HPP A/C No. 0101181300051, NATIONAL BANK OF ETHIOPIA (NBE), Swift Code: NBETETAA, for ETB and USD, respectively.
4. Applications for prequalification should be submitted in sealed envelopes, delivered to the address below on or before 4:00 PM, local time, on September 1, 2025, and be clearly marked “Prequalification Documents for OPGW Restoration and Rehabilitation Project (ORRP)”
